Then set out the full version of what Hipkins allegedly "said"
Labour leader Chris Hipkins said he agreed with the rates cap in principle, but questioned how councils would still be able to pay whatβs expected of them β their infrastructure, water, roads, parks, pools, libraries and so on β with it in place
