Set up a Norway style royalty tax scheme on oil and gas, then use that money to buy farms up off farmers to build a national land bank.
Set a national food reserve system similar to petroleum. Mandate domestic supply.
Develop new hydroelectric stations and even micro nuclear plants for industry.
That would be my start.
