You mean the counsellors quoted in the article as saying the scheme "not sustainable" & "poorly thought out"

You mean the article from 2019 - over 4 years ago when Gumboot Friday started - where a counsellor says it's not sustainable because of a lack of funding?
They got a promise from a political party that was odds on favourite to win the election (i think you might be confused about which parties were desperate for votes) and not only did they deliver on that promise, all three in the coalition agreed on it.
