Maybe, but DCE probably wants to go to a club that is premiership ready. Dragons are in a rebuild and won't be competitive in the short-term. I've always thought the panthers should have a go at him. DCE + Cleary would be a mad halves combo even if it only lasts a year.
I don't think he has much of a choice to be fair. He's only got the Roosters left. I doubt Panthers would even consider it.
