But given his anecdotes, and the way the govt denied it happened, then accepted that it did, then Te Whatu Ora’s website, and hearing from others with first-hand experience of being treated quite differently in the health system when they were a higher-priority race than the other patients, I have drawn my own conclusions. The priorities of each racial group is consistent with the logical thread

After all, you can only manage what gets measured.

It is literally if someone says they identify as say four ethnicities, it's a standardised way of distilling that information so they are only counted in the stats once.
