Damien cook's beach sprinting counts as it was at the highest level. The all blacks count. Ricky Stuart if he didn't play a test doesn't count. Google says this "Ricky Stuart had a brief stint in rugby union in the early 1980s, where he played for Easts (Eastern Suburbs) rugby union club in Sydney." Not a high enough level.
We will say that if you played professional Super Rugby etc the top professional circuits around the world it counts

Stuart's union career was with the Queanbeyan Whites before being selected for the Wallabies tour of Argentina in 1987. Stuart played three tour matches but no Test matches. Stuart played in both the Fly-half and Scrum-half positions.[7]

I am leaning towards a no on Menzies as I wanted it to be top level international touch - over 50s or juniors is not top flight. I already said no to collegiate level professional sport as well.
