In 2017, NRL.com and NRL clubs will announce squads of 21 players at 4.00pm on Tuesdays, with 19-man squads named 24 hours prior to kick-off for every match.

There is a line in there that says "Coaches will attempt to place players in the positions they will be playing".
I think Webster was pushing things in terms of keeping to that guidance. Let's hope this weeks ethos in the team list tuesday naming continues for the rest of his career. No Dramas.
