It does but I don’t see him turning down Origin. He’s most likely going to be the starting full back. It would be huge if he did turn it down though.

I don't think so. Brimson and Ponga haven't played for Australia. AFB did play for NZ in 2017. I believe you are stuck with your Tier 1 nation once you have played a match.
