Not too sure where you got those figures from as the latest data from the public service shows 2.2% of all NZ employees are employed in the public service by the government (64K of 2.89mill) while the total employed by central government is 14.4% (417.7k pf 2.89mill).

The target of 1% given in the article suggests it is the core civil service being talked about (which makes sense, as it apparently excludes teachers and nurses etc), an area where Singaporeβs percentage is higher.
