Been through it to many times with youβ¦. the government, through 3 Waters only paid councils for the depreciated value of the assets and leaving the councils with huge debts without the ability to charge water rates and instead the loans would needed to have been repaid with increased rates.
The best option is to go back to before the RMA was changed by Helen Clarkβs government who gave into the Councils and allowed councils to put development contributions into the consolidated funds instead of the development contributions being used for water supply and disposal.
Personally, Iβd favour a hybrid model of 3 Waters and local ownership, as favoured by some of the largest infrastructure engineers where a government entity takes over (after paying councils a fair amount to cover the cost) of the water supply treatment, waste water treatment and stormwater interception lines. These is the infrastructure that entities like ARC used to own and run.
The local supply and smaller waste and stormwater lines would remain under council control and collect water rates for both the council and central entity. Additional money for major infrastructure can come from private/public partnerships while ownership stays with the government for all the largest infrastructure engineers assets.

It actually comes from the better half who is probably well qualified to comment. I wouldn't really say she is right, or left or whatever those things are but she sure as hell is an activist in terms of if she thinks something isn't fair, it's in boots and all.
This is why I bang on about the tax benefits to mΔori Companies and Trusts. She can claim it, I can't. Watercare alone is worth over $14 billion and is spending an extra $1 billion for additional infrastructure this financial year and has obtained bank funding for an additional $3.4 billion for new infrastructure for the following three years. Watercares long term plan is to spend over $11 billion over ten years. Yet. the previous government provided $2.5 billion for 3 Waters to be set up and for the first five years of infrastructure over the entire country. WaterCare alone would have taken twice that amount.
When will you realise that both the major parties underfund thingsβ¦. and when thereβs a change of government, the old blame the new for not making the funding available. Case in point, roading infrastructure vs Auckland light rail.
2018 and then mayor Goff and transport minister Phil Goff announced the Auckland Transport Alignment Project 2018 which had a budget of $28 billion for transport infrastructure including light rail in Auckland. Fast forward to now and, with the exception of the Auckland Light Rail project, most of the projects in the report have been completed. So, Auckland Council, along with central government funding, have completed or near completed will over $20 billion transport infrastructure in seven years.
Yet, the current governmentβs RoNS, for a cost of $30 billion over twenty years for the entire country is going to βbankrupt the countryβ but one city having 2/3s of that amount hasnβt.
Itβs all politicsβ¦.. underfund something, blame the previous government, create a crisisβ¦. and then tax people more or cut costs or sell assets, or privatise servicesβ¦. all in the name of not accepting their own failures.
Oh, and itβs not just a neoliberal thingβ¦. Itβs been going on for decades. The Auckland Harbour bridge was originally going to have as many as six lanes according to the 1946 Royal Commission but was cut back. Robbieβs planned light rail system from 1972 scrapped.
These happened years before neolib policies of Thatcher, Reagan and Bolger (and, too a lesser extent, Douglas).
