How can an a/c unit, a few fans and some insulation take 12 months to do?
Assuming the worst-case scenario that the units don't comply with most of the HHS requirements:

Pensioner flats wouldn't have a large lounge/kitchen/dining area (assuming it's one space) so $1500 per AC unit.
$500 per unit for supply and install of rangehood.
$300 per unit for bathroom ventilation.
$1500 per unit for ceiling insulation.
$1500 per unit for underfloor insulation.

So say $6000 per unit to upgrade to the healthy homes standards (and they should be able to get a much better "bulk deal" over 50 units).

50 units in total so $300K to upgrade all of them. There's no way it's uneconomic to upgrade them compared to demolishing and rebuilding them (50 units @ 60m² per unit @ $3,000 per unit equals $9,000,000).

Consider this, at $3,000 per meter, they're demolishing 50 units and supplying one new 100m² unit for the same price of upgrading them.

The units may have reached their economic "use by date" but the trust is only using the healthy homes requirements as a feeble excuse in my opinion.

I’d particularly question whether this needs to be passed under urgency. Reading between the lines I would say their budget numbers aren’t looking great.

1. The "gender pay gap" bullshit stat in NZ is 8.2%. Women work 8.3% less
2. Since the aggregated data isnt like for like jobs it means part time female employees are forcing pay parity with full time male employee.

and most importantly
3. Pay equity claims are grievance based politics freed from market constraints that decimate everything it touches.

The reporting on these matters doesnt get amplified because it goes against the accepted narrative. Just like Spain's complete grid collapse thanks to renewables.

The equal pay in this does not relate directly to the wage gap between males and females, rather to the gap between similar jobs that are male dominant vs female dominant. EG being a carer vs being a corrections officer.

This was in violation of the equal pay act of 1978.

Because they’re a business (“in the trade”), they would pay tax on the income in the same way a shop would pay tax on their sales. Because they flip the houses before the sale is finalized, they would get caught up by the Brightline requirements.
