For over a decade, James Hardie defended their products such as Hardiflex and Harditex in court by saying that they were experts in the production of fibre cement board products... not weathertightness, window flashings, plaster systems or paint finishes so when their products failed during the leaky homes crisis, they used this as their excuse in court to put the blame on others.
Then, it was decided to change the Building Act and Building Code in the early 2000's and introduce Acceptable Standards which includes AS/E2 for exterior claddings. The government told what is now MBIE to provide details for the Acceptable Standards by going to the building industry. The details for long run roofing weren't supplied by "independent" people but came from the existing design details from Diamond Roofing, Colorsteel and Brownbuilt roofing. Instead of going to NZ's expert in brick claddings, John Oliver, they went to Brickmakers and used their details. Aluminium window details came directly from Nebulite. The plywood cladding details were worked on by Carter Holt Harvey and Fletchers while Monier provided the concrete tile details. The polystyrene cladding details came from Insulclad (who also used the "we aren't weathertightness experts" defence) while all the details for fibre cement products such as weatherboards (i.e. Hardiplank), sheeting (i.e. Villa Board and Hardiflex) and plaster cladding (i.e. Harditex) all came directly from James Hardie.
All these companies did was add cavity systems to their existing details for details where direct fixing wasn't shown.... details which had failed as "leaky homes".
And it's not just the exterior claddings.... waterproofing details for bathroom etc. in AS/E3 are based on Winstone Aqualine details from the late 1990's.
Sorry, but governments using "industry" to provide them with information and policy is nothing new.
And for those who require "proof", on the left is a Monier tiles standard roofing details from 1998 (i.e. pre the Building Code) and on the right is the Archived "Acceptable Solution E2/AS 2 details from the 2004-2005 version of the Building Code. The NZ standard details for exterior claddings are based on those which "failed" during the weathertighness crisis.

Oh, and before anyone says the AS/E2 details can't be right as it doesn't show a cavity system, if a building has a low enough Building Envelope Risk Matrix, claddings can still be direct fixed to studs without a cavity system. Here's the first roofing detail again from the latest version of AS/E2 still showing a direct fixed cladding system....
