What a complete shitshow costing nz hundreds of millions, if not billions of dollars.

A few numbers are getting bandied about on this project, and various parties are making hay with it. Here's what I understand:
  • $671m was spent on the original project, now canned. This project was canned as it was tracking towards $3b total, due to required infrastracture improvements
  • $222m was paid to Hyundai for progress payments and a cancellation fee
  • The remaining $450m was paid to consultants
  • The ferries would have cost around $500m, but other funds (presumably $2.5b including the $450m spent) were required to make them work with our existing infrastructure
  • Instead, we are getting some different ferries from China. Some infrastructure spend is required, but not as much as the original project
That's as much as I care to understand. I don't think the original plan was a slam dunk. The new plan won't be perfect, but sounds like someone that knows a bit more about these things thinks it is the lesser of the two evils despite the cancellation fee

I'd put $2b of the original project's costs in the same category as the new hospital in Dunedin. As in (from Labour's perspective) - "yes we are doing it. But we haven't fully costed nor budgeted it yet. We'll do that later"

The $450m was mainly to contractors for breaking their construction contracts, a much smaller portion was to the design consultants.
