Let's go with consistency. You can bid and acquire as many players as you like in either the silent auction or open auction. The fact you can only acquire up to 22 players will incent people not to over do it in any one round. There will be some rounds where people miss out on getting anybody. That is acknowledged. People will need to have a strategy to allow for this eventuality.

"For both the silent and open auction you can bid on and win as many players as you like in a given round. Just bear in mind you are limited to maximum of 22 players. Just bear in mind that if you acquire a large number of players in the first two or three rounds you might not have any space for good players in your 22 for late round auctions."

Just to clarify, you need to take whoever you win?

What happens if you bid for 3 per round and win all three every round due to the wide variety of players available it there are only a few that multiple people go for?

Yes you need to take whoever you bid for and win.

With regards to your second concern you will need to monitor how the game is playing out and learn and adjust. The winner of the game will be the person that figures out the optimal bidding strategy both on how many players to bid for each round and how popular those targets are from a sheep rule perspective.
My advice is to strategise and learn and adjust during the game. Perhaps don't overcomit in the early first two rounds until you get some early in game learnings would be my tip, but you may choose whatever strategy you prefer.

Does that resolve your concerns....
 
It is worthwhile for me to observe this will be the most strategically challenging game of all the games I have run. But you all have many weeks to think it through and ask questions in this thread to figure things out and formulate your plan before the game starts.

Do you have to submit 3 players each round. can you submit just one to avoid getting overloaded with players?

With the open Auction (or Silent one) can you submit one player and then closer to closing time of the Auction submit a second player? Or alternatively, if you submit 3 players can you withdraw two before the Auction closes?

I have removed the 3 player rule
You can bid and win as many or as few players per round as you like bearing in mind you only have room for 22 players in your squad.

With either auction you can submit bids whenever you like in the window or whoever you want that meets the qualification question posed by the round master.
