100% it's so easy for the refs to manipulate the flow of the game as and when they feel like it. I also feel like its designed in theory so the dominant team gets on the front foot...but it's mostly used to even the contest up.

The game the other week was so much better to watch with barely any set restarts. The teams aren't constantly wasting energy and it's a harder played more competitive game.
