Is that not an intended result? I mean the penthers got "proper dispensation" by getting 4 rings. And managed to keep some of that talent around for a lot longer than they otherwise would. I think any club would take 4 rings and a bottom 5 finish every 5 years... Otherwise the comp just is not competitive, which would result in a boring game IMO.

Dispensation is not about keeping all players.

but currently it's inequitable for development clubs.

So happy with that result. But boy the Dolphins aren’t actually that good. Lots of clunkiness on display. But that only hilights the absolute hole Penrith are in. Can’t quite get my head around a peacock turning into a pigeon

There are a lot of teams that I would hate to see be as successful as the Panthers have been, but I find it hard to begrudge the Panthers with Uncle Ivan etc. They were a long time coming in doing what we would dream of the Warriors doing, and they did it the right way with a painful clean out, rebuild, and investment in youth.

I don't want them to win again, but it is probably not good for the game to have so many heavyweight teams underperforming so badly. The game needs the big match-ups, and the better performing teams are going to take time to build up that aura.

Ah then i guess i fundmentally disagree. I think the development have gotten a fair deal here. They get preimerships at a much higher rate and are able to preform at that stage for longer than others. Not sure what more they can ask for here, that would not result in said club(s) dominating for longer leading to a less competitive competition.
