I agree but should we be aiming to achieved this by embracing the Pakeha ways or reverting to traditional Maori ways?
Helping PI and Maori achieve better is multifaceted.
They have had intergenerational mistreatment. Dawn raids, taking of land, uplifting babies, racial profiling etc.
Neither Pakeha or Cultural ways are going to help immediately. Both are required and over generations.
It's easy to say, oh they should get over it, oh they should know that education is important, oh they should stop being lazy.
But if you look at trauma, it's not that simple. If a rape victim can never be intimate again, would you have the same attitude towards them? What about partners that refuse to get out of violent relationship, what is stockholm syndrome?
I don't have the answers to how to solve the problem but I have some suggestions. (None are culture related but poor related)
We shouldn't cram all the poor people into a KO building and they all go to a decile 1 school. There is nothing to aspire to and recruiting amazing teachers that want to work there are lessened.
It should be illegal for kids (16 under) to work after a certain time of the day. They should not be working to supplement the family income at the expense of their education. (Some kids work until 11pm, then they either don't come to school the next day or are very late).

On a different note, has there been a positive effect on the way national have implemented the benefit? (Genuine question)
