Don't know if increasing transfers (i.e. working for families) is the answer as the IRD has been asked to look into but I guess it's better than reducing the excise so billionaires can fill up the super yachts to go to their estates on Waiheke. Unless you want a tax cut for billionaires like Labour gave them when it reduced the excise
