Just an observation. Prudent government spending isn’t your priority so clearly it’s ideological.

Yes it's public money but you are carrying on like a muppet thinking that a bonus clause is some smoking gun and that no other contract utilising public money hasn't had a bonus clause before.
The delivery of school food this term is poor and deserves to be cancelled. That's really the end of the story. Trying to add nonsense about bonuses in contracts for meeting certain things is a joke. In fact it could even be a reason to end the contract.
