Vlandys originally said there would be no changes before the backlash over the Haas to Samoa saga.

I heard Kenty say it sounds like the same rules that stand now will be expanded to include the Kiwis and England.
Interestingly to me is the fact that in the 2 squads there are only 4 players from the top 2 teams on the table [3 Bulldogs & 1 Wah]

He can. Tonga/Samoa are not Tier 1 nation. There is a little bit more to becoming a Tier 1 nation rather than just results i.e. they have clear local development pathways, independent and developed financial and governance stability etc.
A good 6 or 7 of those players are either born in New Zealand or very much eligible. The Jesse Arthars selection is a real surprise. He is very much a Kiwi, having played for the māori All Stars and Toa Samoa, really surprised he hasn't already played for the Kiwis already.

Also out of 2 squads of 40 players only less than a 1/4 are from the top 4 teams if my maths are right

Whether Arthars gets game time remains to be seen, it does however point to relaxing the elgibity critera. Pretty sure Arthars was a Juniour Kiwi at one stage. Not too dissimilar to Mulitalo who was also in the wider Morons training squad, eventually got to play for the Kiwis. Surprised more people aren't commenting about Arthars's inclusion.
