Not really. Sham elections are not elections. A dictatorship, which America is 70% towards now, does not hold free and fair elections.
It's perfectly reasonable to establish a baseline, hence me suggesting using the 1990s elections in the states as a standard.

Well, I've agreed to this. Hence a baseline for what determines a democratic election in the states, which I'm suggesting would be a 90s election in the US as a baseline. So behaviour of the election needs to generally reflect the baseline.
Antidemocratic behaviour to be called out e.g. removing sections of the population from voting, gerrymandering, reorganisation of boundary lines, corporate friends implementing their voting machines etc
