No, it couldn’t. It is already illegal to use federal funds for this, so it doesn’t factor in. If anything, the opposite is true, since there are threats to lower the percentage offered as a way to punish states looking after illegal immigrants.

Trump should use some of it to pay $83 mill USD he owes E Jean Carroll from the civil case.
His appeal that he should grant himself a presidential pardon has been throughout of the appeals court because it's from civil court proceedings... not a federal case. He's now going Supreme Court to have them try and overturn it.
