Bit taken out of context here. He was referring to how the COVID vaccines didn't work like a traditional vaccine in the fact it doesn't totally stop infection or transmission like say the measles vaccine does.
The medical definition of a vaccine is that it does 3 things:
1. Stimulates the immune system.
2. Trains the immune system to recognise a pathogen
3. Reduces risk of the disease
The influenza, whooping cough vaccines are the same where they reduce the severity and transmission of those viruses.
Quite clear that the COVID vaccine is in fact a vaccine.
