The NRL has tried hard to take action against individual players involved in the Warriors salary cap breach.
NRL CEO David Gallop says there still needs to be an interrogation of agents and while they have looked long and hard at some individual players, they do not have the evidence to make any sort of prosecution or issue any direct penalties.
The Agent Accreditation Committee will be investigating the roles of player agents, but Gallop says players may well have to take responsibility in the future.
However, he says the players should realise getting caught up in a situation like this will damage reputations but this time the players now have an opportunity to wipe the slate clean and get on with working under salary cap rules.
Meanwhile, the NRL has also announced it will be conducting an investigation into salary extravagances at the St George-Illawarra Dragons.
