According to the French league forum i occasion the Catalan Dragons are a big help in trying to keep hold of the young players. They reckon if they can get a second ESL side they'll be able to hold on most of the young players coming through.
They also reckon that we'll start to see a stronger senior French side coming through in 3 to 5 years.

Toulouse look like a good setup but haven't produced the goods on the field yet. They'd have a better chance of getting an ESL licence in 2013 if they could win the NL1. I guess it all comes down to money though.
